Germany: NBSAP Accelerator Partnership

What
The NBSAP Accelerator Partnership was established under the leadership of the Governments of Colombia and Germany, based on extensive consultations with members of a task force of governments and stakeholders. The Accelerator Partnership will constitute a flexible matchmaking platform following the NDC Partnership model to harness financial and non-financial resources from all sources, technical assistance, capacity building, knowledge and best practices with the aim to support accelerated NBSAP implementation. The mechanism will match country needs with support available to mobilize biodiversity action by supporting nationally identified NBSAP priorities on a country-driven basis.

Goal
The NBSAP Accelerator Partnership will work together with governments, supporting institutions and a wide array of stakeholders to promote the following goals:

  • Goal 1: Support NBSAP and bankable project preparation, implementation, review and reporting;

  • Goal 2: Develop the technical and institutional capacity of government agencies and national organizations to effectively implement NBSAPs and monitor and report progress;

  • Goal 3: Enable finance access to accelerate the implementation of NBSAPs;

  • Goal 4: Align financial flows and catalyze biodiversity mainstreaming;

  • Goal 5: Provide knowledge management support to enhance and accelerate NBSAP implementation.

Benefits
In order to achieve its vision and goals, the Accelerator will play three main roles with the aim to support the delivery of GBF goals and targets:

  • Function as a neutral broker connecting the countries requiring support with the partners able to provide it. The Partnership will deliver brokering/matchmaking services to countries through the Global Coordination Unit (Secretariat), which will provide a comprehensive overview of financial and non-financial resources available, necessary tools for accelerated NBSAP implementation, and possible partners to support countries in meeting their NBSAP needs. Services provided by the Accelerator may include access to financial resources, technical assistance, capacity building, knowledge products and country data, promoting mutual learning and sharing of best practices, and support and strengthening of national monitoring systems, among others.

  • Deploy and promote NBSAP Accelerator in-country, regional or transnational facilitators to support countries in the assessment and identification of their capacity needs under a whole-of-government and whole-of-society approach, and to translate these into actionable and concrete requests for support. In-country facilitators will steer the stronger alignment of work and coordination for the delivery of NBSAPs to generate co-benefits for the three Rio Conventions and the SDGs. Beyond this, selected partner countries are supported by technical cooperation measures.

  • Raise political ambition and promote collective action. The Accelerator will contribute to the development of a broad movement to increase support, political ambition and momentum for nature-positive actions aligned with the GBF. At the country level, this could include facilitating outreach and communication efforts to increase the visibility of NBSAPs at various levels of government and across sectors/society. At the global level this could include strengthening biodiversity governance and synergies with other policies, strategies, and implementation mechanisms under the three Rio Conventions, including NDCs, other biodiversity related conventions and the SDGs.
